3 REGIONAL SELECTIVE ASSISTANCE

Избирательное содействие регионам
Инструмент региональной политики, используемый в Великобритании и ЕС как средство стимулирования новых инвестиций в регионы развития (см. Development area) и переходные регионы (см. Intermediate area). Помощь в виде субсидий доступна практически всем компаниям, желающим вкладывать капитал в эти зоны. Такая помощь, однако, является дискреционной - она предоставляется тем компаниям, которые гарантируют максимальную окупаемость проекта, доказывают необходимость государственной поддержки для его осуществления и вносят существенный вклад а развитие региона в целом. 5 REGIONAL POLICY

Региональная политика
Политика, направленная на устранение дисбаланса между регионами страны с точки зрения безработицы и уровня национального дохода на душу населения. Основной подход состоит в равномерном распределении производства по всем районам страны, чтобы избежать безработицы и недостатка инвестиций в кризисных регионах, а также чрезмерной перегруженности процветающих регионов. Особое внимание уделяется областям, в которых наблюдается экономический спад. Государство стимулирует размещение в них новых производств и предоставляет инвестиционные льготы. Привлечение инвестиций в регион и создание рабочих мест там, где имеется рабочая сила, осуществляется следующим образом: 1) путем финансового стимулирования компаний, которые готовы начать свою деятельность в установленных зонах (инвестиционные субсидии, низкопро центные кредиты, налоговые льготы и т.д.); 2) путем контроля за строительством заводов, фабрик и офисных помещений с целью воспрепятствовать их размещению вне зоны, для чего выдаются специальные сертификаты на строительство; 3) с помощью государственных инвестиций в инфраструктуру зоны. Альтернативный подход в региональной политике заключается в стимулировании перемещения людей из кризисных районов в те районы, где есть рабочие места. Однако он не нашел широкого распространения, поскольку создает дополнительные проблемы как для самих упадочных регионов, так и для «принимающих» регионов. В Великобритании в основе поддержки регионов лежит политика избирательного содействия (см. Regional selective assistance). См. Экономически отсталый район страны, нуждающийся в экономическом развитии. Для таких регионов характерен высокий уровень безработицы и низкий уровень доходов на душу населения (гораздо ниже среднего по стране). Региональная политика (см. Reginal policy) обычно предусматривает меры по стимулированию деятельности новых промышленных компаний в таких регионах и по расширению уже существующих с использованием ряда инвестиционных стимулов: дотаций и скидок, сокращения налогов, освобождения предприятий от арендной платы и налога на землю и др.
